Foltz was born in Ridgeway, Osage County, Kansas, February 1, 1875. He grew up in his father’s home, attended the common schools, and early in life gained that experience which had made him a successful farmer and stock raiser. He is now proprietor of a fine place of 280 acres, and besides its operation he had been a director in the Wakarusa State Bank since it was organized in 1910.
